Not Your Typical Secondment. Colin Billingsley MBE – DWP Secondee to Enterprise Cheshire and Warrington.

Colin is a career Civil Servant joining the Department in 1978 and performing a wide range of job roles throughout his career with DWP and its predecessors. In that time Colin has seen huge changes in Welfare Reform and to the delivery of Employment Programmes. Colin is great ambassador for DWP spending many years working with employers, stakeholders and partner organisations to support some of the most vulnerable people in society. More recently he joined Enterprise Cheshire and Warrington to support the delivery of Skills Boot Camps and to maximise the opportunities provided through devolution of the Adult Skills Budget.

Julia  works on projects that strengthen democratic transparency, accountability, and public participation. Her work focuses on helping citizens, journalists, and civil society make better use of data and digital tools to understand and engage with political systems.

Why CI is more important than ever in a world of AI - James Dwan, CEO, Catalyst Consulting Ltd

James is a senior transformation leader with over 20 years’ experience delivering complex organisational change. His background blends AI, Agile, Lean Six Sigma, systems thinking, and strategy deployment. James works with global enterprises and public sector clients including the London Stock Exchange, Crown Commercial, BD, Essex County Council, and Elavon. His recent work focuses on enterprise-wide strategy deployment, delivery acceleration and integrating AI into CI including leading the development of CatStat. An ICAgile Certified Trainer and Agile Business Consortium Accredited Thought Leader, James is known for fusing Agile and Continuous Improvement. He is a highly engaging facilitator from Kaizen events to executive coaching. James transformed underperforming Agile teams into high-performing units, enabling early delivery using Kaizen and PDCA. He has also led global Hoshin Kanri deployments embedding CI at enterprise scale
